Canada's New TR to PR Pathway Has Officially Launched
33,000 permanent residence spots are now available for temporary workers.
Canada has officially soft-launched its highly anticipated Temporary Resident to Permanent Resident (TR to PR) pathway — and if you are currently living and working in Canada on a temporary permit, this could be the most important immigration news of your life.
Immigration Minister Lena Metlege Diab confirmed in an interview published by the Toronto Star on March 6, 2026, that the program is now active. Full eligibility details and application instructions are expected to be released in April 2026. That means right now is your window to prepare — before the portal opens and spots disappear.

What Is the 2026 TR to PR Pathway?
The Temporary Resident to Permanent Resident (TR to PR) pathway is a one-time government initiative that allows eligible temporary foreign workers already living in Canada to transition directly to permanent resident status — without needing to go through the standard Express Entry or Provincial Nominee Program (PNP) process.
The program was first announced in November 2025 as part of Canada's 2026–2028 Immigration Levels Plan and is now confirmed as active. It is separate from and in addition to existing permanent residence pathways. The 33,000 available spots will be distributed across 2026 and 2027.
Who Is Likely to Qualify for the TR to PR Pathway?
Full eligibility criteria from Immigration, Refugees and Citizenship Canada (IRCC) have not yet been released as of this writing. Based on the government's official announcements and the structure of the 2021 pathway, the 2026 program is expected to prioritize:
- Valid work permit holders who are currently in Canada and have complied with all conditions of their status
- Workers employed in in-demand or essential occupations (full list to be released by IRCC)
- Individuals who have established strong roots in their communities — long-term residence, stable employment, community involvement
- Workers who are paying taxes and contributing to the Canadian economy
- Applicants with valid language test results (IELTS, CELPIP, or TEF for French)
If your work permit is expiring soon, it is critical that you apply for a renewal or extension immediately. Maintaining valid status at the time of application is expected to be a core requirement.
How Fast Will This Program Fill Up?
If history is any guide: very fast. When Canada launched the original TR to PR pathway in May 2021, multiple application streams reached their caps within the first 24 hours of opening. The international graduate stream hit its 40,000-application limit in just over one day.
Immigration experts are uniformly advising applicants to begin preparing documentation immediately — because once the portal opens, only those who are ready will be able to submit before spots run out.
Documents to Start Gathering Now:
-Valid work permit or proof of implied status
-Language test results (IELTS, CELPIP, or TEF)
-Employment records and reference letters · Educational credential assessments (if applicable) · Proof of community ties and residency · Police certificates · Passport and identification documents
What Happens If I Miss the TR to PR Pathway?
The TR to PR pathway is a significant opportunity, but it is not the only road to permanent residence in Canada. If you are a temporary worker already in Canada, you may also qualify for:
- Express Entry – Canadian Experience Class (CEC): Requires one year of skilled work experience in Canada (TEER 0, 1, 2, or 3).
- Ontario Immigrant Nominee Program (OINP): Ontario's provincial nominee program has multiple streams for skilled workers, international graduates, and in-demand occupations.
- Federal Skilled Worker Program (FSWP): For workers with foreign work experience who meet Express Entry requirements.
At iCA Immigration and Talent Services, we assess every client's full profile across all available pathways — not just the most talked-about ones — to find the fastest and most appropriate route to permanent residence.
